This framework breaks down the big challenge of getting to net zero into manageable actions which can be taken by local authorities. It helps Innovate UK understand the range of things that places can do to get to net zero. It gives different levels of focus, from big strategic challenges through to smaller, tactical challenges. It then lists solutions to those challenges. Each solution has a banding:

• An established solution has a mature supply or established technology, and is widely understood as relevant to net zero goals.
• An emerging solution is where the market is less developed, but the solution will in time be relevant to net zero.
• An adapting solution is where supply is mature, but the relevance of a solution to net zero is less widely understood.
